Costs and pricing
Why a creator discovery budget must price the whole workflow, not the login
Build an evidence-led creator discovery budget for one England workflow, with blank cost fields, separate spend states and defensible ROI limits.
What to take away
- Budget the whole workflow. The platform licence is usually a minority of first-year spend once labour, creator consideration and assurance are counted.
- Illustrative placeholders, not quotesself-serve discovery tools cost £150 to £600 a month for an England buyer.
- Mid-market platforms run £1,000 to £3,000 a month; enterprise licences £15,000 to £60,000 a year. Managed-service retainers add £2,000 to £8,000 a month.
- One England campaign with 20 creators lands near £18,700 all in on the placeholder figures below.
- Compare quotes on one bounded workflow, not on supplier labels. Our notes on pricing structures explain how to normalise them.
Cost components in a discovery budget
Seven packages belong in the ledger. They are discovery technology, managed service, internal labour, creator consideration, paid media and production, assurance work, and exit.
Assurance splits into privacy, safeguarding, rights, advertising review, security and accessibility. Each package can carry its own purchase order and its own owner.
Build the budget in five steps.
- Define the bounded jobbrief, market, creator count, review depth and campaign dates.
- Map every supplier quote to the same unit and reporting period.
- Add buyer labour and specialist assurance that no supplier quotes.
- Add creator consideration, media and production on separate lines.
- Add correction, export, deletion and retained-record review at the end.
Hold the result in a blank budget template with financial states attached to each row.
Example: one England campaign, placeholder figures
These figures are illustrative placeholders for planning. They are not market quotes, and each should be replaced by a written supplier quote.
Example: one England campaign
| Line | Basis | Placeholder figure |
|---|---|---|
| Discovery platform licence | 3 months, 5 seats | £2,400 |
| Managed shortlist service | One campaign | £3,500 |
| Internal review labour | 60 hours at £45 an hour | £2,700 |
| Creator consideration | 20 creators, £350 each | £7,000 |
| Production and assets | One shoot | £1,200 |
| Privacy and PECR review | Fixed fee | £900 |
| Disclosure and correction reserve | Fixed fee | £600 |
| Export and exit testing | Fixed fee | £400 |
| Indicative total | One campaign | £18,700 |
The platform licence is one row here. Roughly seven eighths of the total sits outside the software subscription.
The licence is 13 per cent of the indicative total.
Pricing structures to compare on one denominator
Suppliers price differently, and the label is not the cost. The main models are:
- Licence fee with seat tiers, common in enterprise discovery databases such as CreatorIQ and Traackr.
- Usage pricing per record viewed, search run or export taken.
- Campaign or deliverable fees, typical of managed services and agencies.
- Revenue share across opt-in creator marketplaces and affiliate networks.
- Performance components paid on a defined event, such as a verified sale.
Normalise every quote to cost per reviewed creator record for the same period before you rank options.
VAT, invoicing and four budget views
VAT changes the cash figure, not the value of the work. A £2,400 platform invoice at 20 per cent is £2,880 of cash before any recovery. The standard rate is UK-wide.
Recovery depends on registration, business use and records. GOV.UK guidance on reclaiming VAT on business expenses sets out those conditions. Your accountant decides the treatment.
Track four views per line: committed, incurred, invoiced and paid. Add forecast as a fifth. A purchase order creates commitment before the service starts. Staff review is incurred before any invoice arrives.
Invoices must show supplier, customer, description, dates, amounts and VAT where applicable under the GOV.UK invoice requirements. Missing fields delay payment and distort the ledger.
Compliance rules that add cost lines
PECR applies once discovery moves into contact or promotion. Budget for lawful basis evidence, suppression lists and clear retention rules. The ICO's direct marketing guidance sets out those duties. Ask your data lead to review each line.
Any work involving children needs a separate safeguarding route. Never estimate age from a profile. England child performance and activities licensing rules apply where the facts warrant them.
Advertising disclosure needs its own review line. The CMA and ASA codes require ads to be identifiable, and a platform disclosure field is not campaign clearance. Budget for substantiation, monitoring and correction.
Rights work can cover database analysis and content licences.
Common questions
What does a creator discovery platform cost in England?
Placeholder ranges run from £150 a month for self-serve tools to £15,000 or more a year for enterprise licences. Managed services usually add £2,000 to £8,000 a month on top.
How much of the budget should sit outside software?
Plan for at least half. In the example above, labour, assurance and exit came to £4,600 against £2,400 of licence spend.
Can I reclaim VAT on a platform subscription?
Usually yes for a VAT-registered business buying for business purposes, given a valid VAT invoice and proper records. Your accountant confirms the treatment for your entity.
Do I need a counterfactual to justify the spend?
For an incremental return claim, yes. Searches, views and shortlists are operational observations, not proof of value. Our return on investment method starts from reviewed incremental contribution.
