Strategy
Part of Creator discovery platforms strategy: a buyer decision first
Research or promotion: classifying each creator contact
Classify each creator contact as research or promotion before a discovery platforms test: field purposes, PECR, advertising evidence and expiry.
A creator discovery test goes wrong at the point of contact. The same email address can serve a research invitation or a promotion, and the two carry different duties. Fix the purpose of each contact before anyone sends a message, and let a named owner confirm it. Discovery itself should contact no creator.
What to take away
- Classify every contact purpose as research or promotion before using an email address or social message function.
- Public visibility does not replace a documented purpose, lawful basis or source permission.
- Genuine market research is not direct marketing, but a survey that promotes or collects details for later marketing is.
- Keep advertising and disclosure evidence in a separate campaign approval lane.
- Contact no creator during a test, and return the route to HOLD when a source or notice changes.
A public profile is not a purpose
A public profile does not give a buyer a purpose. Public visibility does not replace a documented purpose, lawful basis or source permission, so each contact field needs its reason written down. Do not infer age, residence, protected traits, interests, willingness or representation from a profile.
Participating, indexed and represented creators are different populations, so name which group each message targets. Add the agency or talent intermediary where one is involved. Discovery may produce a reviewable candidate record, but it cannot prove creator authority, audience authenticity, legal suitability or campaign effect.
Name who classifies each purpose
Give every contact purpose an owner before a test starts. The decision card names the operating unit, budget owner and final decision owner, for example an England brand team, a UK marketing lead, and a data protection lead working with the brand director. The route owner then classifies each purpose.
Decision Card Fields
- Name operating unit and advertiser user
- Name budget and final decision owner
- Define campaign category and audience
- Set candidate eligibility and period
- Set evidence cut-off
- Keep selection separate from contracting
- List affected populations and specialists
Add the named privacy, safeguarding, security, accessibility and advertising specialists, each reviewing their own lane. Define the campaign category, period and evidence cut-off on the same card. Keep selection separate from later contracting, publication and commercial performance, so a research contact cannot drift into a commercial one unnoticed.
Record the purpose beside each contact field
Every contact field belongs in a field dictionary with its purpose, provenance, claimed or verified status, permitted use, correction route, deletion route and owner. A missing item stays unknown. The contact fields matter most, because they decide who may be messaged and for what.
Evidence Field Dictionary
- Purpose
- Definition
- Provenance
- Collection route
- Claimed or verified status
- Timestamp
- Permitted use
- Owner
| Field | Purpose | Provenance | Status | Permitted use |
|---|---|---|---|---|
contact_email | send research invitation | creator website | verified | research only |
audience_size | estimate reach for brief fit | platform public count | claimed | ranking only |
location | check eligibility | creator bio | claimed | eligibility filter |
A permitted use of "research only" means the address cannot later feed a promotion. A change of use is a new decision with a new classification. A strong interface cannot compensate for an unresolved source or safeguarding gate, so a contact route that fails either stays closed.
Separate research from promotion
Genuine market research is not direct marketing, but the label alone settles nothing. The ICO separates genuine market research from direct marketing: a survey with promotional material, or one that collects details for future marketing campaigns, is direct marketing and the rules apply.
| Message | Class | First step |
|---|---|---|
| Invitation to a research interview, with no offer | Research | Record the purpose and confirm nothing is collected for later marketing |
| The same invitation with a campaign offer added | Promotion | Treat as marketing and assess PECR separately before sending |
| Survey that asks for details to use in future campaigns | Promotion | Treat as direct marketing from the first question |
Classify each message, not the whole project. A team may run research and promotion in the same quarter, and each message needs its own class, owner and record. A message that mixes the two is classed as promotion. Assess PECR separately before any electronic marketing contact.
Keep transparency in step with the contact
Tell creators how their data is used. The ICO says individuals have the right to be informed about the collection and use of their personal data. That page is under review after the Data (Use and Access) Act, so the privacy specialist must recheck it before any live processing.
Record the privacy notice version beside each classification. A revised notice is one trigger to return the route to HOLD, so the record has to show which version applied to which message. Public visibility does not excuse a contact from the notice; it only explains where the address was found.
Keep advertising evidence in its own lane
Advertising rules answer a different question from contact rules. They ask whether a campaign message is recognisable as advertising, and they apply after discovery has finished. The ASA's influencer marketing resources explain recognisability and disclosure issues in UK advertising, and that evidence informs a separate campaign approval lane.
Test evidence capture against the Competition and Markets Authority's guidance on social media endorsements and the CAP Code. Rule 2.1 requires marketing communications to be obviously identifiable as such, and rule 2.4 requires advertorials to be identifiable as marketing communications. None of this certifies a discovery platform or clears a creator. The advertising checks for creator campaigns go further.
Test the classification on synthetic records
Run the classification on synthetic candidate records in a non-production account, and contact no creator. Test field import, duplicate handling, role permissions, audit export, correction, suppression and deletion. Record the exact service or manual version, configuration, tester, date and result for each test.
Give suppression particular attention. A creator who declines contact should stay declined across exports and re-imports, and a test on the synthetic set shows whether that holds before any live list exists. These are operating observations about the route, not forecasts of reach or sales.
Let each classification expire
The decision log should show evidence used, contrary evidence, unresolved points, conditions, owner and review trigger. A supplier change, new data source, revised privacy notice, altered platform permission or failed export should return the route to HOLD. A blank planning record can hold these fields.
Require a recoverable export and deletion evidence before approval. The buyer should be able to return to the manual baseline without losing essential records. Publish nothing until the named specialists have reviewed their own lanes, and contact no creator until every classification in the register has an owner.
Before you act
- Name the operating unit, budget owner and final decision owner.
- Write a purpose for every contact field.
- Classify each message as research or promotion.
- Assess PECR separately before electronic marketing contact.
- Test suppression and deletion on synthetic records.
- Set the review triggers that return the route to HOLD.
Common questions
Is a survey of creators direct marketing?
Genuine market research does not count as direct marketing. A survey that includes promotional material, or collects details to use in future marketing campaigns, is for direct marketing purposes and the rules apply. Classify each message before it is sent.
Does a public email address allow contact?
No. Public visibility does not replace a documented purpose, lawful basis or source permission. Record the purpose for the contact field, classify the message, and assess PECR separately before electronic marketing contact.
What should happen when the privacy notice changes?
A revised privacy notice should return the route to HOLD. The privacy specialist rechecks the ICO right to be informed guidance, which is under review, before any live processing resumes.
