Three hand-offs from creator discovery to publication, and who signs each

Creator discovery operations in England: the contact, campaign and publication hand-offs, with the owner, evidence and specialist reviews each one needs.

A creator discovery result is not permission to send a message, approve a creator or start a campaign. Between a shortlist and a published post there are three hand-offs, and each needs a named giver, a named receiver and written evidence. Treat each one as a new decision, never as the next step of the last.

The scope is one bounded task: a candidate evidence register for a versioned campaign brief. No creator, supplier or campaign has been tested here. Every live move stays on HOLD until the named privacy, PECR, safeguarding, intellectual-property, advertising, security, accessibility, commercial, employment, tax and measurement reviewers approve their own lane.

What to take away

  • The system must not advance from limited discovery to creator contact on a match, shortlist, score or staff action alone.
  • Contact needs its own purpose, route and authority, and a signed contact decision rather than a platform status.
  • Campaign approval begins only after contact and agreement evidence exist, and it is specific to each asset and format.
  • Each specialist may pass, hold or reject only their lane, and no commercial term compensates for a failed gate.
  • A restart after a failure needs cause, containment, a corrected artefact, a repeat test and fresh approvals.

Open a control record before the first hand-off

The workflow owner opens a control record before anyone searches. It identifies the English buyer unit, brief version, purpose, eligible record population, fields allowed, excluded uses, source date, responsible people and review expiry. It also names the manual register that stays available if a platform stops or fails admission.

Each hand-off then draws on that record. A record returns to HOLD if provenance expires or the sources conflict. Who is accountable for what matters here, because every row in the next table needs a person who can say yes or no.

Three hand-offs, three owners

The system must not move a record forward on a match, shortlist, score or staff action alone. Each hand-off needs a fresh decision record. The table shows the four states that matter after limited approval, with the evidence needed to enter each and the owner who can move it on.

State names describe evidence, not progress towards an inevitable launch. A record can fall back as easily as it moves forward. Each gate rests on UK rules on personal data, advertising and rights, which UK compliance for creator platforms lays out source by source.

Hand-off one: from discovery to contact

Contact is a new purpose with its own route and authority. Before anything is sent, the contact decision names the creator or representative record relied on, the intended recipient, the purpose, the route, the message version, the sender identity, the suppression check and the response owner.

It also records how the buyer will recognise correction, objection, withdrawal or an assertion that the intermediary lacks authority. Do not treat opt-in marketplace participation as blanket permission for every buyer message, and do not copy research participation details into promotion.

If the creator may be under 18, or authority is unclear, route the record back to specialist review and block the send. Do not guess age from a profile, name, image or audience. Privacy and PECR review examines purposes, roles, transparency, rights, retention and the proposed route, and discovery and outreach stay separate.

The ICO's direct marketing guidance provides the UK framework but does not classify an unexamined message. Safeguarding review applies without guessing age. Department for Education guidance for child performance and activities licensing is specific to England, and it routes actual facts to the relevant decision maker rather than validating a profile.

The hand-off artefact is a signed contact decision, not a platform status. Its expiry should follow the evidence that matters: representation, source permission, campaign brief or communication purpose. The quality checks for a single creator record feed that decision.

The hand-off record names the outgoing owner, the incoming owner, the permitted action, the evidence bundle, any conditions and the expiry. The recipient accepts it in writing. Silence, a platform notification or elapsed time does not move the record.

Worked example: the evidence owner passes a shortlist for brief version 3 to the contact owner with one permitted message, the evidence bundle, the conditions and a thirty-day expiry. The contact owner accepts in writing. Until then the record stays at limited approval.

Hand-off two: from contact to campaign approval

Campaign approval begins only after contact and agreement evidence exist. The approver records the advertiser, agency or intermediary, the creator or authorised representative, the consideration, paid media, claims, proof, content rights, disclosure, accessible rendering, publication account and correction route.

Creator and supplier statements keep their labels until independently checked. CAP's recognition rule requires marketing communications to be obviously identifiable. The buyer also needs evidence for objective claims and the likely interpretation of the finished presentation. Approval is asset and format specific, and it is not inherited from creator discovery.

The advertising reviewer resolves commercial relationships, incentives, claims, identification and correction. GOV.UK carries guidance for businesses, brands and their agencies on keeping social media endorsements honest and transparent. A platform label cannot clear an advert or substantiate its claim.

The rights reviewer treats database access, platform terms, creator material and representation authority separately. IPO guidance explains that database rights can protect qualifying contents. An export does not transfer copyright or creator authority, so the contract and asset record must cover each item the post will use.

Hand-off three: from approval to live

At the live gate, compare the rendered post with the approved version. Check account identity, destination, disclosure placement, links, claims, captions or alternatives and the monitoring owner. Record the publication identifier and timestamp so that a later correction can find the exact post.

Security review covers least privilege, authentication, access changes, logs, alerting, incident handling and recovery. NCSC guidance recommends authorised publishing, access controls, logging where available and an emergency recovery plan that can quickly revoke access. Test those controls against the service standards the buyer has set, including access revocation.

If access, claims, disclosure, rights or safeguarding evidence fails, the incident owner blocks further publication, preserves evidence and follows the agreed correction or withdrawal path. Nobody edits the live post first and documents it afterwards.

Restart only with evidence

Restart is not a status toggle. It needs the cause, containment, a corrected artefact, a repeat test and approval from every affected specialist. Record what changed and which unaffected evidence remains valid, so that the next reviewer does not have to rediscover it.

Unaffected work does not resume by assumption. Recovery evidence covers the repaired configuration, the repeated failed case, an access check and fresh decisions from the affected reviewers. Until all four exist, the record stays at correction or withdrawal.

Specialists pass or hold only their lane

Each specialist may pass, hold or reject only their lane. A favourable commercial term or a functional test cannot compensate for a failed gate. A supplier discount does not clear a privacy hold, and a clean advertising review does not clear a rights hold.

Contact to campaignAdvertising, rights, commercial, accessibilityAre the claims, rights, terms and rendering approved for this asset?
Approval to liveSecurity, advertising, accessibilityDoes the rendered post match the approved one, and can access be revoked?

Reviewers for employment, tax and measurement join whichever hand-off their lane touches. Platform activity is not campaign proof, and a creator response is not evidence of suitable representation.

Measure each hand-off without inventing a service level

A measure card states the event, eligible population, numerator and denominator, clock start and stop, timezone, exclusions, evidence source, owner, a blank buyer threshold, escalation and recovery proof. The buyer sets the threshold.

Useful subjects at these hand-offs include suppression enforcement, correction propagation, access revocation and incident acknowledgement. Do not merge operational activity with campaign outcomes. A corrected record is not evidence of reach, and platform-attributed activity does not establish causal impact.

A measurement and reporting routine can then show whether each hand-off ran on time. It cannot show that the campaign worked, because the measures describe the process and not the audience.

Keep evidence expiry current

Record evidence expiry at every state, and keep it in a planning record the owners can see. Recheck when a source, service edition, role, subprocessor, transfer, campaign purpose, representation, regulation, account configuration or accessibility-critical screen changes.

The workflow remains a series of reversible evidence decisions. It is never a conveyor belt from profile search to publication. A hand-off that cannot show its giver, its receiver and its evidence has not happened.

Before you act

  • Open a control record before anyone searches.
  • Write a signed contact decision before any message is sent.
  • Record the outgoing owner, incoming owner, permitted action, evidence bundle, conditions and expiry for each hand-off.
  • Approve each asset and format separately before scheduling.
  • Compare the rendered post with the approved version at the live gate.
  • Name an incident owner and a recovery plan before the first post.

Common questions

How does the system move from limited discovery to creator contact?

It does not move on a match, shortlist, score or staff action alone. A fresh decision record is required, naming the record relied on, recipient, purpose, route, message version, sender identity, suppression check and response owner.

Who accepts a hand-off?

The incoming owner accepts in writing. Silence, a platform notification or elapsed time does not move the record, so until acceptance the record stays where it was.

Is campaign approval inherited from creator discovery?

No. Approval is asset and format specific. It begins only after contact and agreement evidence exist.

What has to exist before a restart after an incident?

The cause, containment, a corrected artefact, a repeat test and approval from every affected specialist, with a record of which unaffected evidence remains valid.
