Part of Three hand-offs from creator discovery to publication, and who signs each

Launch gates for an England creator discovery platform: what to evidence before any creator contact

Six launch gates an England buyer should clear before using a creator discovery platform: data, outreach, endorsements, security, accessibility and exit.

Start with a decision record, not a product demonstration: without an identified supplier, edition and evidence dossier, the verdict remains hold. During that pause, work is limited to requirements and synthetic test data; live creator records, contact, approvals and publication remain out of bounds. The creator discovery platforms assessment must be evidence-led.

Can I contact creators while the platform is under review?

No. Until the supplier, edition and dossier are identified and the evidence is reviewed, the verdict stays hold. Only requirements work and synthetic test data are permitted; do not import live creator records, infer personal characteristics, send outreach, approve a creator, make a campaign commitment or publish content.

What evidence opens the gates?

Treat release as six independent decisions, not one general approval: data, creator outreach, endorsements, security, accessibility, and commercial exit each require evidence. A failure keeps that state closed, so the related contact, campaign approval, or publication cannot begin even if other checks pass.

Record a named owner for every gate and evidence expiry, rather than relying on a one-off sign-off. Failed evidence does not mark the entire product as failed; it keeps its own state closed until configured evidence is supplied and accepted, preventing release of that particular activity.

What do the data records need to show?

Creator discovery services collect public profile data, but that does not settle who is controller or which privacy notice applies. Publicly accessible source data still needs privacy information unless an exception or exemption applies; start with the ICO guidance on privacy information.

For every field, record its source, collection permission, definition, claim status, timestamp, refresh schedule and correction route. The data protection record must also identify data roles, retention, subprocessors, transfers and model uses, alongside a safeguarding route for uncertain age, rights analysis, and proof that the creator or representative has authority.

What must the supplier show about price and exit?

Require the commercial record to state price units, VAT basis, support definition, thresholds, export format, and evidence of deletion. Compare the terms with the commercial contract questions, and verify that corrections, suppression and deletion propagate into exports and connected services.

What must be checked before creator contact?

Do not send a creator message until the applicable route is evidenced. PECR regulation 22 covers unsolicited electronic mail for direct marketing to individual subscribers, including a cold email to a creator who is a sole trader; record consent or an exemption and the suppression list before the first message.

Campaign approval also needs clear endorsement controls. GOV.UK guidance for brands says businesses must take responsibility for ensuring paid-for endorsements are properly labelled as ads. The UK rules set out who owns each duty; retain the labelling rules, substantiation and disclosure monitoring with the endorsement gate.

How do I test security and accessibility?

Security review should cover named users, least privilege, authentication, logs, incident ownership, recovery and supplier change control. A lightweight assessment of a cloud supplier checks four areas: data encryption; authentication and access control; security logging and incident management; and governance. Retain the cloud security principles as a control reference.

For accessibility, test keyboard use, zoom and assistive technology against the exact tasks a buyer will perform. Under the Equality Act 2010, section 29, a service provider concerned with a service to the public must not discriminate against someone requiring it; the accessibility owner signs this gate.

What has to change before a limited release?

Move from hold to limited approval only after the exact supplier and edition dossier, approved England brief, processing and rights maps, common synthetic results, accessible-task evidence, security and recovery tests, and commercial and exit records are ready.

Named decisions must also cover privacy, safeguarding, intellectual property, advertising, security, accessibility and measurement.

The dossier should identify the supplier and service boundary, field-level source and collection permission, retention route, subprocessor list, security evidence, accessibility testing, commercial scope, deletion evidence, and a measurement card that separates activity from outcome. Keep each item tied to its source and assigned review owner.

Set an expiry and a recheck trigger for every item using the planning template, then rehearse the risk scenarios before limited approval. The quality checklist addresses the creator record itself, including the provenance and contact-authority checks within the wider launch decision.

Re-review evidence requirements

  • Exact supplier and edition dossier
  • Approved England campaign brief
  • Processing and rights maps
  • Common synthetic test results
  • Accessible-task evidence
  • Security and recovery tests
  • Commercial and exit records

A hold allows requirements work and synthetic test data only. It never authorises importing live creator records, inferring personal characteristics, sending outreach, approving a creator, entering a campaign commitment or publishing content. Limited approval follows only after each relevant gate has configured evidence and a named owner.

What should I do first?

Begin by naming the exact supplier and edition, and leave all live creator activity paused while evidence owners prepare the review record. Prioritise the gates that control data use, creator contact and publication, then set expiry and recheck dates before asking for limited approval.

  • Name the supplier and edition, and keep the hold in place.
  • Prepare the dossier, England brief, processing and rights maps, and synthetic test results.
  • Assign gate owners and set evidence expiry and recheck triggers.
  • Rehearse the risk scenarios before requesting limited approval.
