Costs and pricing
Part of Why a creator discovery budget must price the whole workflow, not the login
Creator discovery platforms budget template
Use this creator discovery platforms budget template to record quotes, financial states, approval gates and exit costs before sign-off.
What to take away
- This creator discovery platforms budget template keeps each supplier scope in a distinct cost line.
- The financial-state ledger separates committed, incurred, invoiced, paid and forecast, and every state carries its own dated evidence.
- Six gates cover privacy and PECR, safeguarding, IP, advertising, security and accessibility. Each returns PASS, HOLD or REJECT and holds approval until evidence and an owner exist.
- The exit-ready total sums approved package forecasts, adds transition and deletion work, and is signed at a named calculation version by the budget owner and a finance reviewer.
- No UK price benchmark is quoted here. The worked example uses labelled illustrative figures that you replace with quotes you hold.
The fields a cost line must record
A cost line records nine fields: legal supplier; exact service; cost package; currency and VAT basis; inclusions and limits; unit, quantity and period; quote validity; owner; and exit rule. A distinct package is any source, unit or period that genuinely differs from a row you already hold. Duplicate a row only then.

Financial states and their evidence
A ledger row is one cost line on one date. It holds five states: committed, incurred, invoiced, paid and forecast. Evidence attaches to a state, not to the whole row.
Financial states and evidence
Financial state
- Committed
- Purchase order or contract
- Incurred
- Acceptance and time records
- Invoiced
- Invoice evidence
- Paid
- Payment evidence
- Forecast
- Assumptions

| Line ID | Committed | Incurred | Invoiced | Paid | Forecast | Evidence and date |
|---|---|---|---|---|---|---|
| [ ] | [ ] | [ ] | [ ] | [ ] | [ ] | [ ] |
Do not copy one amount across the columns. A commitment and an invoice can both be true on the same day.
HMRC's VAT record guidance ties recovery to valid invoices, so show the VAT basis on every line.
Example: one filled-in discovery technology row
Examples of creator discovery and campaign platforms to scope include CreatorIQ, Upfluence and Aspire. Request a quote for the defined service, package, unit and period; these examples are not a price comparison.
The figures below are invented for this example and labelled as illustrative. They are not UK benchmarks.
One filled-in discovery technology row
- Legal supplier
- Platform X Ltd (placeholder)
- Exact service
- Discovery search, 5 seats, 12 months
- Cost package
- Annual licence, onboarding excluded
- Currency and VAT basis
- GBP, VAT exclusive (illustrative)
- Unit, quantity, period
- GBP 1,800 per seat per year, 5 seats, 1 year
- Inclusions and limits
- 10,000 searches, 5,000 exports, no creator contact data
- Quote source and validity
- Quote Q-104, 4 March 2026, valid 60 days
- Owner and confidence
- Head of Marketing, one quote held
- Renewal and exit
- 30 days notice, CSV export, deletion within 30 days
line forecast = GBP 1,800 x 5 seats x 1 year = GBP 9,000
Package forecast matches at GBP 9,000 because fixed charges are zero. Whole-life forecast stays there until a second package appears, and variance stays blank until a prior approved view exists.
Gates that stop approval
The Privacy and PECR, safeguarding, IP, advertising, security and accessibility gates each need a PASS, HOLD or REJECT field with a named owner and an evidence date. For UK privacy checks, record the UK GDPR, Data Protection Act 2018 and Privacy and Electronic Communications (EC Directive) Regulations 2003 (PECR); for advertising, check the CAP Code. A failed gate cannot be offset by a lower forecast.
The ICO's privacy-by-design guidance covers decommissioning inside the lifecycle, which is why deletion work gets its own row.
The Cabinet Office Sourcing Playbook asks buyers to plan exit early; borrow the habit rather than the public-sector rulebook.
The contract questions to ask a creator discovery supplier cover data return and termination terms, which is where the exit package gets its numbers.
Computing and signing the exit-ready total
- Sum the approved line forecasts inside each package.
- Add the approved packages to reach the whole-life forecast.
- Add priced transition, data export, deletion and correction packages.
- State the currency, VAT basis, accounting policy reference and calculation version.
- Sign with the budget owner and the finance reviewer.
Variance is the current approved view minus the prior approved view. Store the prior view and add a change row naming the cost line, evidence before and after, state affected, reason, approver and effective date.
Run the exit test on a synthetic register. The export must retain field definitions, provenance, timestamps, corrections, suppressions and audit history.
Before you act
- Replace every illustrative figure with a quote you hold.
- Give each financial state its own dated evidence.
- Name an owner for each of the six gates.
- Keep the prior approved view.
- Reconcile invoices to deliverables and periods.
- Run the exit test before signature.
Check the manual baseline—the internal time and process needed to find, vet and manage creators without a platform—still counts the quality-control work that survives the purchase.
Common questions
How do I fill in the financial-state ledger?
One cost line per row, with the five states kept apart. Attach contract evidence to committed, acceptance and time records to incurred, the invoice to invoiced, payment to paid and a dated assumption to forecast.
What happens when a gate fails?
Approval stays on HOLD until the gate has evidence and an owner. Gates do not trade against one another, so a cheaper quote does not clear a privacy or safeguarding question.
How is the exit-ready total signed off?
At a named calculation version, with currency and VAT basis stated, and two signatures: the budget owner and the finance reviewer. Any later change creates a new version plus a change row.
Why are there no UK price figures?
A made-up benchmark would be worse than no figure at all. Take three live quotes for the same unit and period, enter each as its own cost line, and let the example above show the shape.
