London compared with Manchester and Leeds on creator campaign rates

Influencer discovery tools meet three rate cards: London agency premiums, Manchester's named agencies and Leeds cost bases rarely match one national figure.

What to take away

  • Influencer discovery tools quote one national rate card, but London, Manchester and Leeds price creator work differently because agency density, client mix and cost base differ.
  • London carries the highest rates and the deepest agency bench; Manchester agencies serving the North often quote below London for comparable deliverables.
  • Leeds buyers get strong digital talent on a lower cost base, helped by a dense financial and agency services cluster.
  • Typical planning ranges for a mid-tier Instagram reel (50,000 to 200,000 followers) are GBP 2,000 to GBP 5,000 in London, GBP 1,200 to GBP 3,500 in Manchester and GBP 900 to GBP 2,800 in Leeds.
  • Regional GVA data explains the size of each economy, not what a creator charges for a reel, so never use it as a rate benchmark.

Why one national rate card misleads buyers in three cities

A single national rate card assumes a creator in Leeds and a creator in London sell the same audience at the same price. They do not.

Three things move the number: how many agencies bid for the same talent, what local brands can pay, and the creator's own production costs. London pushes all three up. Manchester and Leeds pull them down, unevenly.

A buyer using one blended figure will overpay in the North and underpay in London, where a lowball offer simply loses the creator to a rival brief.

This is where influencer discovery tools earn their place. A platform that stores rates by city, niche and deliverable lets you compare like with like instead of averaging the country into one number. If your platform cannot split rates by region, you are budgeting blind.

The same logic applies to the platform's own fees. Our guide to a costed price for one England discovery workflow shows how to rebuild a quote from evidence fields rather than borrowed averages.

Regulation is national, not regional. The Advertising Standards Authority enforces the CAP Code across all three cities, and the Competition and Markets Authority applies the same online endorsement rules in Leeds as in London. HMRC and the Information Commissioner's Office apply the same tax and UK GDPR rules across the UK. None of that changes the creative fee.

London: agency density, rates and the premium buyers assume

London is the UK's creator-economy capital. Most influencer agencies, the platform UK offices and the largest brand marketing teams sit inside the M25, and the ASA runs much of its enforcement activity from the city.

That density cuts both ways. More agencies means more competition for the same creators, which pushes fees up. It also means more suppliers chasing your brief, which can push agency commission down if you run a proper pitch.

Buyers routinely assume London costs double the North. That is too crude. The gap depends on the deliverable. A single Instagram story from a mid-tier creator may differ by a modest margin between London and Manchester.

Typical planning ranges are GBP 500 to GBP 1,500 in London and GBP 300 to GBP 1,000 in Manchester, before usage rights. A full campaign with studio production, talent usage rights and paid amplification can diverge sharply.

Usage rights are the quiet driver. London brand teams increasingly ask for extended paid-media rights, and creators price those separately from the organic post. A national rate card that bundles rights into one figure hides the real London premium.

Agency structure matters too. London shops often carry strategy, PR and media buying under one roof, so the creator fee is only part of the invoice. Northern agencies more often quote the creator work alone.

When you compare London quotes, separate the creator fee, the agency fee, production and rights. Our breakdown of creator discovery pricing structures shows how to make that risk allocation visible before you sign.

A worked example makes it concrete. Suppose a London skincare brand wants ten mid-tier creators, one reel each, with three months of paid usage. At a typical mid-tier London reel range of GBP 2,000 to GBP 5,000, the ten creator fees come to GBP 20,000 to GBP 50,000.

Agency commission at 15 to 20 per cent adds GBP 3,000 to GBP 10,000. Paid usage at 30 to 60 per cent of creator fees adds GBP 6,000 to GBP 30,000. The total before production is roughly GBP 29,000 to GBP 90,000.

Strip out the rights and the London premium shrinks. Keep them in and it looks enormous.

That is why London buyers should never accept a single blended rate.

Manchester: named agencies and the going rate for creator work

Manchester has grown into a media and ecommerce cluster with in-house brand teams and creator agencies serving the whole North, usually outside London pricing.

Named agencies active in the Manchester market include Social Chain and Dentsu Creative. Social Chain grew out of the city and built its reputation on social-first brand work. Dentsu Creative has a substantial Manchester presence serving northern clients.

MediaCom North and Havas Manchester also compete for regional brand budgets, and a long tail of independent shops runs creator campaigns for ecommerce and retail clients.

These agencies quote below London for comparable deliverables, partly because their own overheads are lower and partly because northern clients have smaller budgets. For a mid-tier reel, typical Manchester quotes run GBP 1,200 to GBP 3,500, against GBP 2,000 to GBP 5,000 in London. A mid-tier story typically runs GBP 300 to GBP 1,000.

The creator talent pool is strong, with Manchester and Salford home to a large student and graduate population feeding the creator economy.

The digital economy data published by the ONS puts the wider creative sector in context. Read it alongside any rate conversation, because it shows how much of the North West's output now comes from digital work rather than traditional media.

For a buyer, Manchester is often the best value of the three cities. You get agency infrastructure, a real creator pool and pricing that has not been inflated by London rents. The trade-off is fewer creators at the very top of the market, so premium talent may still need to be sourced from London.

Watch for hidden costs in Manchester quotes, particularly travel and production. A northern agency may charge for a London shoot day, which erases part of the saving. Our note on the creator discovery hidden costs that rarely appear on the platform invoice covers the lines to check.

Comparing Social Chain, Dentsu Creative and a Manchester independent on identical deliverables tells you more than any national average.

Leeds: business context and rate differences against London

The Leeds business context is unusual for a northern city. Leeds is a dense hub for digital, financial and professional services, with a large graduate population and a cost base well below London.

Suppliers with Leeds operations include Search Laboratory and Fox Agency, and Brass is a Leeds creative agency.

The Business and licensing pages from Leeds City Council set out the framework local firms operate within. They are a useful starting point when you check whether a supplier is properly registered before you commission work.

That financial services density matters for creator campaigns. Banks, insurers and fintechs based in Leeds buy creator content for regulated products, which means compliance review sits inside the brief. That slows campaigns down and can raise the effective cost per asset, even when the creator fee is lower than London.

Rates in Leeds generally sit below both London and Manchester for equivalent deliverables. For a mid-tier Instagram reel, typical Leeds quotes run GBP 900 to GBP 2,800, compared with GBP 1,200 to GBP 3,500 in Manchester and GBP 2,000 to GBP 5,000 in London. A mid-tier story typically runs GBP 250 to GBP 800.

The creator pool skews towards lifestyle, finance and fitness niches rather than the fashion and beauty concentration you find in London.

A Leeds creator campaign for a regional financial brand might use five mid-tier creators across Instagram and YouTube, with compliance sign-off built into the timeline. At a typical Leeds mid-tier rate of GBP 900 to GBP 2,800 per reel, the creator fees come to GBP 4,500 to GBP 14,000, before production and legal review.

The creator fees look modest, but the legal and review time is real cost. Budget for it.

Leeds also benefits from strong graduate talent moving into freelance creator work, which keeps entry-level rates competitive. The ONS employment data on self-employment puts the UK total at more than 4 million. That is good news for brands testing new formats, less useful if you need established names with large followings.

If you are building a benchmark for northern rates, Leeds and Manchester together give you a more honest picture than either alone. What regional GVA data does and does not tell you about rates

Gross Value Added measures the value of goods and services produced in an area. The ONS publishes regional GVA figures that let you compare London, the North West and Yorkshire on economic output.

For 2022, the ONS put London's GVA at about GBP 509 billion, the North West at about GBP 220 billion and Yorkshire and the Humber at about GBP 152 billion. Those figures are useful for sizing a market, not for pricing a brief.

GVA is an aggregate. It says nothing about a single Instagram reel, a YouTube integration or a TikTok series. A richer city does have more brand budget, which supports higher fees, but the relationship is loose and slow-moving.

Use GVA to decide where to invest marketing effort. Use live quotes and platform rate data to decide what to pay.

Common questions

Why do London creator rates run higher than Manchester and Leeds?
Agency density, larger brand budgets and higher production costs all push fees up. London also concentrates the top tier of creators, who can pick and choose briefs.
Are Manchester agency rates always lower than London?
Usually, for comparable deliverables, but not always. If the brief needs London production or top-tier talent, the saving can disappear.
Does regional GVA data help me set creator rates?
No. It measures economic output, not individual creator fees. Use it for market sizing and live quotes for pricing.
What should I check before commissioning a Leeds creator campaign?
Confirm the supplier is registered and check whether compliance review is included.
Do ASA and CMA rules differ between the three cities?
No. The CAP Code and CMA online endorsement guidance apply across the UK. Only the local cost base and talent pool change.
How many quotes should I collect per city?
At least three comparable quotes per city on identical deliverables. That gives you a usable regional range rather than a single supplier's opinion.
